Florida Attorney General Puts the NFL on Notice Over the Rooney Rule

The NFL is gearing up for its annual league meetings in Phoenix and the upcoming draft, but a new legal showdown is brewing in the Sunshine State. Florida Attorney General James Uthmeier is officially challenging the National Football League, demanding an end to its long-standing diversity policy known as the Rooney Rule.

For those unfamiliar, the Rooney Rule is an NFL policy established in 2003 that requires teams to interview at least one ethnic minority candidate for head coaching and senior football operations vacancies. The rule was originally designed to foster diversity, level the playing field, and ensure minority candidates get a foot in the door in a league where the vast majority of players are Black, but leadership and front-office roles have historically been overwhelmingly white.

Before diving into the legal challenge, it helps to look at the reality of the league’s current hiring landscape. Out of 32 NFL franchises, there are currently only three Black head coaches, two Black offensive coordinators, and four Black general managers.

According to Attorney General Uthmeier, the issue boils down to state law and his assertion that the policy equates to discrimination.

Taking to X (formerly Twitter), Uthmeier posted a video outlining his stance with the caption: “Professional sports are a visible example of a merit-based system, but through the Rooney Rule, the NFL requires its teams to use race-based hiring practices. We are putting Commissioner Roger Goodell on notice: the Rooney Rule violates Florida law, and it must stop.”

In the video, Uthmeier revealed that his office is sending a formal letter to NFL Commissioner Roger Goodell ahead of the league’s annual meeting. He argues that the NFL’s use of the so-called Rooney Rule violates Florida law by explicitly requiring race-based considerations in the hiring process.

“Florida law is clear. Hiring decisions cannot be based on race,” Uthmeier stated in the video. “And the Rooney Rule mandates race-based interviews and incentivizes race-based decisions. That’s discrimination.”

The Attorney General isn’t just asking for a policy review; he is demanding that the NFL suspend the Rooney Rule entirely. Failure to do so, he warned, may result in official enforcement actions against the league for race-based discrimination within the state of Florida.

“NFL teams and their fans don’t care about the race of the coaching staff,” Uthmeier concluded. “They want a merit-based system that gives their team the best chance to win.”

With the NFL draft just a month away and three NFL franchises (the Dolphins, Buccaneers, and Jaguars) operating within Florida’s borders, this clash between state legislation and the league’s diversity initiatives could set the stage for a major legal and cultural battle in the world of professional sports.
