Los Angeles County is taking a firm stand amid growing unrest over ongoing federal immigration raids. On Tuesday, county officials voted 4-1 to declare a local state of emergency, citing the escalating social and economic fallout from Immigration and Customs Enforcement (ICE) actions across the region.

The proclamation, introduced by Supervisors Lindsey P. Horvath and Janice Hahn, grants Los Angeles County the power to mobilize emergency resources, secure state and federal financial assistance, and expedite contracts to support residents affected by the raids. Supervisor Kathryn Barger was the lone dissenting vote.

Home to more than 3 million immigrants, Los Angeles County leaders say the ICE raids have “caused widespread fear” and have disrupted nearly every part of local life.

According to the declaration, federal enforcement activity has led to decreased workplace attendance, business closures, and mounting strain on schools, hospitals, and houses of worship.

“This proclamation is about action and speed — it allows us to move faster, coordinate better, and use every tool available to protect and stabilize our communities,” said Horvath in a statement. “We will continue to stand with our immigrant neighbors — today, and for as long as it takes.”

Under the emergency declaration, the county can now direct funds toward rent relief, legal aid, and other social services for residents whose livelihoods have been impacted by the raids. Many immigrant families, community organizers say, are struggling to pay bills after losing work due to fear of arrest or the sudden removal of family members.

“What’s happening in our communities is an emergency — and Los Angeles County is treating it like one,” Horvath added. “Declaring a Local Emergency ensures that the full weight of County government is aligned to support our immigrant communities who are being targeted by federal actions.”
