Kamau Marshall, former senior advisor to Vice President Kamala Harris’ 2024 campaign, is joining Baltimore Mayor Brandon Scott‘s administration as Chief Strategist and Chief Communications Officer for the city.
“Today, I find myself embarking on a third chapter in my journey: first as a young child, then serving the 7th Congressional District under the late Rep. Cummings, and now joining Mayor Brandon M. Scott’s administration, whose significant visionary leadership has sparked and fostered meaningful progress for the City of Baltimore,” Marshall shared in a statement.
Scott, the first Baltimore mayor to win reelection in two decades, is strengthening his administration as he enters his second term, aiming to build on his achievements in reducing crime, revitalizing infrastructure, and expanding economic opportunities. His leadership has already yielded record-breaking reductions in crime, including a 23% drop in homicides and a 34% decline in non-fatal shootings in 2024.
“Mr. Kamau Marshall’s skills and experience working in fast-paced and high-stakes environments are very important and are a critical reason why we are glad he is onboard with us in Baltimore,” Mayor Scott said in a statement. “Quite frankly, Kamau’s career, track record, understanding, professionalism, and skills are needed in this climate.”

Marshall has deep roots in Baltimore, having spent part of his childhood in the city and working in the office of the late Rep. Elijah Cummings.
“[I]t’s also about having someone come back home. Kamau has lived in a few places, including Georgia, where he attended high school. But Kamau also understands Baltimore,” Mayor Scott said. “Still, spending part of his childhood in Baltimore and attending Waverley Elementary School means something to the city. He is now back again and part of a team writing a chapter of the Baltimore Renaissance.”
Marshall’s background is deeply rooted in political strategy and public service. His extensive career spans multiple presidential administrations, congressional leadership roles, and strategic communications for high-profile figures in national politics.
As the Senior Advisor and Senior Spokesperson for the Biden-Harris 2024 campaign, he played a pivotal role in voter engagement, especially among Black men, a key demographic for the Democratic Party. In 2017, Marshall served as Communications Director for Rep. Al Green (TX), the first member of Congress to call on and draft articles of impeachment for President Donald Trump.

Marshall has worked at the highest levels of government, but his return to Baltimore signals a personal and professional commitment to the city’s future. Under Mayor Scott’s leadership, Baltimore is setting a new standard for urban governance and community-driven progress, and Marshall’s expertise will help solidify its place as a model city in the years to come.
